At the end of his remarks, Biden acknowledged more needed to be done, focusing in particular on the availability of high-powered weapons (Hill). The first ban of what he calls assault weapons didn’t have an effect, nor would another ban, there are millions of AR platforms out there and millions of large cap magazines. There might be a handful of individuals that might turn them in.
One just needs to look at NY and the SAFE ACT. The majority of AR owners have not registered their weapons.

I predict the new law will have limited impact. Most of the “ kids” being killed are in gangs or the killers are gang members. They don’t obey the laws now, they won’t in the future.

They can pass whatever they want, but we'll see if it stands up to SCOTUS scrutiny, which is almost certainly where it will end up.
