I wouldn’t think the F-4 would stall out from prop wash. C-130s were used as tankers and the receiving aircraft would have to fly directly behind the props to gas up. But I definitely defer to Lt Col John (Jack) Christensen

I'm old, but I've never refueled behind a prop tanker even though there were still some KC-97s around when I started flying. Wash can be a problem with jets too, probably more so than with a prop aircraft. It isn't a problem however because the refueling position is behind and below the refueling aircraft. That envelope puts the wash from the refueling aircraft above the aircraft being refueled. In fact one of the indicators that you may be getting high in the envelope is some turbulence because you're encountering the wash.

I suppose it's possible, but it would be one of those combination of factors things, including improper stall recovery procedures by he pilot.
