In my Police training we practiced fast draw point and shoot. Once mastered it is extremely useful.

Yes, and life saving. While in SWAT CQB training given by SEAL Team-1 to us officers, we trained at night in a multi level building, as we cleared the rooms, as you opened the door, there would be a target just behind the door, you needed to draw your side arm and engage the target from the hip, point and shoot. Some of the younger officers took time to get used to shooting at a target that was 2 feet in front of them.
That type of training, save me once as I cleared a room during a drug bust.

I do shoot or try to shoot small groups at times. Normally my first 10-15 rounds. Why, to see I am doing, to see if my pistol is functioning and still sighted in and as a ammo check. Then if I am not shooting with in paper plate circle it is me, not the equipment.

Shooting to hit your target is all that's necessary. Gun control is using two hands and hitting your target.
