What seems strange about this "reverse engineering" DARPA project is that it seems to be the exact opposite of artificial intelligence endeavors. This could make humans vulnerable to being hacked directly SGT Dave Tracy.

I believe AI is the Beast out of the book of Revelation. It's just a matter of time till implants will go mainstream and will be proposed for the cash-free environment or health reasons. Problem is it will burn out the nerves which in the book of Revelation is described as agony like from a scorpion bite.
Also, CIA, HG TAC IG, etc already use the technology. Considering DARPA started working on it just in 70's we are pretty far. The scariest thing is that Artificial Intelligence was successfully used back in WWII, and we are way far away from it now...

If it works, how would you keep it from being hacked? So that is the worst case scenario which I believe will keep most governments from fully using a cyborg ARMY.

I don't know. A Cyborg Army of CPT Meza's could win on both fronts. An Army that pretty would win hearts and minds too.
