One of the problems with contractors vying Federal Contracts companies give general quotes without going into much detail about their costs. The costs are considered proprietary.

Could it be that DoD doesn't take Congressional threats seriously? After all, they have a hard time passing any kind of budget, much less the whole thing. Now agencies no longer take oversight seriously because they know there will just be non-scrutiny when the continuing resolutions inevitably ensue come Fall. After all, this has been business as usual since 2007.
