So this is a bigger problem than the Navy wants to admit imo. The ship should meet the specifications before you take delivery. There are always issues on roll out, but why accept those you already know about that can be fixed before you accept the equipment.

Some nobs in the acquisition department need to be retrained. If the product doesn't meet specs, then you don't accept the product. This is not rocket science.
