I can see this as being good to get rid of the deadwood NCOes that are just coasting along, knowing how to game the system as they accrue. But I also see this as being harmful to the NCO corps. Let's look at a hypothetical for a moment.

According to this new system if a soldier gets passed over for promotion to E-6 twice, they are entered to be separated from the Army in 6 months from that date. Ok, you have a soldier that is passed over once, missing being in that magic zone by however much, but yet being a hard charger. Now that soldier deploys and is doing their job. However in doing their job they are not able to get the "extras" that add towards promotion that a non-deployed soldier has and can get. Now, deployed soldiers would be hamstrung by a new crop of E-5's that are hard charging. So the E-5 prospect gets sidelined for a second time and now gets put into the pipe to be separated when they have done nothing wrong, done everything the Army asked and excelled but got caught up in something out of their control.

How is this going to be in any way good for the Army, let alone the warfighter and morale?

This is why I am leaving, and encouraging everyone who will listen to leave as well. I have been #1 ranked in the OML 4 consecutive years, and TNG NCO cant seem to find me slots for SLC. I am an E7, 5 years so far, and done more than what has been asked of me. I placed on the commandant's list for WLC and ALC, am an AIT honor grad, have a doctor of education degree in organizational leadership, have been licensed in math, science, and social studies while also having a principal's license. the way the army is going, it is quickly becoming a shit show. Whatever happened to I have your back and you have mine? Up until lately, I have been a hard charger and had a positive attitude, but recently I find a better culture in the civilian world. sad. truly sad.

No that's not correct. It's written to "sound" like officer promotions. But with Senior Enlisted Promotions at 20% or less for many MOSs the entire Senior NCO corps would be gutted almost immediately.

What it actually says is that Soldiers who aren't qualified to compete for promotion two years in a row will be separated. These are people who fail to complete SSD/DLC by the time they are eligible for promotion.
This is also why the message refers to eliminating Retention Control Points. Soldiers who fail to complete DLC after several years would be separated prior to reaching their RCP.
The intent is to separate NCOs who intentionally avoid competing for promotion thereby holding slots that could junior NCOs could compete for.

What you describe is “just in time” spotlighting. You shouldnt need to get last minute points in if you have pushed it your whole career. That is one of the points I took out of this plan. If a hard charger gets after it day after day through all ranks he/she should be promoted faster than the guy/gal who waited until their second look at promotion to be competitive amung their peers.
