Davis Jr., MSM, DSL the only modification I would recommend to the US Senate’s plan to reform military housing allowances is to add the cost of renters and personal property insurance to troops’ exact rent and utilities costs, so that it would read "reimburse only troops’ exact rent, utilities costs, and renters and personal property insurance instead of issuing stipends that estimate cost of living in different areas."
The primary problem with utility costs is that they tend to be seasonably variable and that frequently security deposits are required.

We are given an amount to work with and if you don't like it as it is, institute a general pay raise and then add on COLA for high dollar areas. The COLA would remain tax-free.
While I do not agree on providing two BAHs to married service members, I did have the option of dating and marrying another service member to double dip as well. I chose not to.
