The words "alleged" and "allegedly" were used two times each in that
report but it doesn't seem like there were any things "alleged" at all.

That story was allegedly written with many open-ended words so it could not be alleged later the writer was a (pick your favorite too often used word to be derogatory ..Racist, Nazi., Alt-Right Exstreamest (meaning anyone not on the far left), when it comes out it was really a drug deal gone bad, or the left finds out the shooter once drove by a KKK rally in a public park and there for the shooting was a racist murder or any other change of narrative from the current armed thief got shot for being a threat.

In the COP world, using the word alleged, doesn't get the case kicked out of court for a technical error.
When you speak with lawyers in the same room, they take each and every word said, to try to get the case to swing their way.
If the word would have said, the man that did it, it can or will be debated in court by the defense that, how did the officer know, that my client had did it, when he wasn't at the scene at the exact time.
"Allegedly, saying"
"At about" is another word that is used for time. A many cases got thrown out for saying the time you think, the real time is truly.
