He was educated in the public school of Plains, attended Georgia Southwestern College and the Georgia Institute of Technology, and received a B.S. degree from the United States Naval Academy in 1946. In the Navy he became a submariner, serving in both the Atlantic and Pacific fleets and rising to the rank of lieutenant. Chosen by Admiral Hyman Rickover for the nuclear submarine program, he was assigned to Schenectady, New York, where he took graduate work at Union College in reactor technology and nuclear physics, and served as senior officer of the pre-commissioning crew of the Seawolf, the second nuclear submarine.

MCPO Roger Collins - While he was at the Naval Academy that would have been active duty service. So on active duty during WW II but didn't graduate until '46 so was probably stateside during the war for that active duty time.

SPC Kevin Ford - Technically, you are correct, but from the USMA site,
Cadets at the military academies cannot count their cadet time towards military active / retired pay and allowances nor can they claim the time for years of service for retirement. It's just the way the Congress designed it even though it seems to fly in the face of the current definitions of "active duty", etc.
I would bet those that died charging ashore on D Day would feel differently, if they were able.

MCPO Roger Collins - Yes, it is a bit of a weird area, it is active duty but I totally get your point. I think you have hit the nail on the head as to why Jimmy Carter doesn't seem to make a big deal of it.
I actually have a similar situation so I completely understand. My ETS was 5 Aug 1990 so by three days (while I was on terminal leave) I am officially counted as a Gulf War Era veteran. I was at home eating the proverbial Bon Bons for those three days and a few months later after I was sitting in a college classroom while a whole bunch of people went to a very warm climate. I don't consider myself a Gulf War Era veteran but technically the government classifies me as one.
