It's still a work in progress,because so.e of the leaders want to protect their own terf, They forget about making our military more effective when considered
Our efforts. This also reduces duplication of effort and resourxes.

Interesting article and good read. Thanks. The old mossbacks on RP will likely see this as an article from '02 dusted off and refreshed from the '92 article which was lifted from the '82 article paraphrased from the '72 article. It's the Pentagon. Process end point is not a line item on their Gantt chart. Quote: "A work in progress". That phrase fills their day, puts fruit salad on their chests and guarantees a comfortable post career career.
