That also is nothing new. Today's MC rates may be lower than in my times but every wing I was ever part of struggled to maintain those rates. Being SAC, the most MC aircraft were sitting on alert but I can recall doing quick turns to conduct training flights because there weren't enough MC aircraft to support the training schedule. Have no idea now it's done today but back then a good chunk of a wing commanders evaluation came from maintaining high MC rates, so ya it was something that got lots of attention.
