The cynic in me, however, would say that the big push is to minimize cash outlays for Veteran's Choice healthcare for vets who live remotely from VAMCs. There are a lot of types of medical business that can be conducted over the phone or over a video link, saving time, money and gasoline/carbon emissions all at the same time.
