The National Defense Authorization Act of 2008 contained an amendment to allow un-uniformed servicemembers, military retirees, and veterans to render a hand salute during the hoisting, lowering, or passing of the U.S. flag.

So what exactly stopped veterans from rendering a military salute in the first place?

My guess is that in the past the instructions for the proper way to render Honor's to the flag and anthem stated that the Military in uniform would stand at attention face the flag and render a salute from the first note of the anthem to the last note. All others would stand up remove there head gear with their right hand and place the cover over the left shoulder there by putting the hand over their heart. All others would place the right hand over their hearts. Sorry not really a guess, when this first came to my attention I did some research and found the above information.
