We have used that same line in the Navy since I was in... and unless there was a ship collision you really never knew outside the lifelines what it was about. My guess is they use this phrase to protect any legal issues that may arise from the firing.

I guess all the branches of the military are the same, with some exceptions. The prosecution of Lt. William Calley Jr. led three platoons of Charlie Company and was responsible for numerous killings himself and was convicted for what was called the My Lai massacre on March 16, 1968. Supposedly, 70 to 80 villagers were rounded up by the 1st Platoon in Xam Lang and led to an irrigation ditch nearby. They were pushed into the ditch and shot by the soldiers after repeated orders were given by Lt. Calley who has involved in the shooting himself. Lt. Calley was sentenced to life in prison but only spent 3 days in prison because he was pardoned by then, President Richard Nixon. A really dark day for all the soldiers who fought in the Vietnam War, the killing of the innocent was never an option!
