It seems that those in power in the military were more keen on staying out of the noose for crimes they knew were crimes against Humanity. They would rather the Japanese people suffer more atomic destruction than the Generals who could effectively disappear in the melee of Obliteration of whole populations of Japanese cities. They would rather the Citizens of the Emperor and the Emperor himself be destroyed than have come to light the Generals and Field officers' Crimes and War Crimes , and Crimes against Humanity.
