MAJ Dale E. Wilson, Ph.D. A sad state of affairs for the US Navy. I could see our Navy was dwindling when I was in the twilight of my 23 years in the navy. I retired from the Navy in 1990. They were decommissioning ships like crazy. and our shipyards were dwindling even then. It takes years to build a war ship and many capital ships take thousands of highly trained sailors to man them!
