This entire article reads as yet another outsourcing program. Here's how I see the run down of the article.
The military wants to beef up its satellite communications networks. Has wanted to for decades, but Congress has kept their hands tied.
Congress says, "No, we'll only give you money to kind up upgrade, but you have to use civilian sources for the majority."
Military, "But you've kept us here for so long that our existing equipment is old school."
Congress, "Okay. We'll take money from other programs at address that, but you'll have to have 10,000 meetings wasting more money to figure out how to spend the money."
Military, "More dog and pony?"
Congress, "Bad dog! No biscuit for you."

MSgt Ken "Airsoldier" Collins-Hardy - Thanks so much for asking. I worked with a small Vet-owned company on this a couple of years ago, and he tried to get this concept going. First of all, transferring the mission from DISA to Air Force Space Command is a good thing IMO. DISA is just too big and bureaucratic and this was, believe it or not, pretty small potatoes for them. The military absolutely needs their own satellites and they have been asking for upgrades. Looks like Congress is giving them a little more $$ but telling them to come up with a plan to use the commercial ones--a good idea as long as they can (1) upgrade their own; (2) seamlessly integrate into commercial ones; (3) do it on an as-needed basis--not be connected to commercial all the time (security). I know the amount of money seems big, but my guess is it won't do the trick.
