So the Treaty of Rarotonga doesn't allow Australia to have nuclear weapons? What does it say about China having them?

It appears nothing. They aren't a party to the treaty nor do they have any territory in the covered area. That's from a quick read on my part, though, so I may have missed something. Thanks for piquing my curiosity with that comment, though!
