I feel like this could be a great start but we have a LONG way to go before we have a functional physical fitness program that is not out of date and is truly indicative of force readiness.

Has this been a problem while in combat? If so, it's been kept quiet. Looks like the old policy of stepping up standards when downsizing takes place.
