Always interested in reports involving failure of leadership. This one is frustrating. If he was shown not to exhibit racist behaviors, and his troops were satisfied with his leadership, what did he do that was "counterproductive"?

Investigated and cleared should not equal GOMOR and demotion. Yet, somehow it does. There has to be more to the story. But we are left wondering what that is.
