This is the catch all phrase for removing a commander that didn't necessarily violates any AFI's or unethical or immoral values. It could be as simple as the wing Sexual Assault Coordinator didn't handle something appropriately or legally and since he was in the seat it fell on him or he wasn't meeting the mark on flying training hours or Mx issues and not meeting the standard. When you are the man whether or not you have your hands in the pie directly or not it all falls on you.
