This has been a thing since 2017 for the National Guard. I used to advise them on threat hunting scenarios and tool requirements in preparation for the 2018 election. While it is frustrating to not see all the states represented, I see several missing from the list of 15 in the report that also have and activate their cyber ops units for the elections.
