When i was on active duty and voting absentee for a couple decades my county held ALL absentee ballots. They were never opened unless a race or issue was close enough to warrant. Likely never counted.

That is not how it is supposed to work. Military ballots are supposed to be signed off by a commissioned officer which is all that is required.
