Lack of judges has been a contributing factor for the time it has taken to get immigration court decisions for decades. Putting judges where they are most needed, not trying to stymie Trump.

Second your chart shows apprehensions which logically have increased based on worldwide conditions. Based on your chart our border patrol are doing a good job of finding and apprehending "illegal" immigrants.
