First, these weren't "plans," but Putin's desires, which we all know about after watching him take Crimea in 2014. You know, two years after Obama famously told the then Russian President Medvedev he'll have "more flexibility" after the election. Now you're talking about something Putin said "two years before the actual invasion," and yet he did not attempt it while Trump was in office (why not? After all, if Trump is his puppet...). The Allies WERE aware of this (IT WASN'T A SECRET) and there had been multiple measures taken to deter Russian from invading Ukraine (to include military aid from Trump).
