Yeah, but you need to build a training pipeline for shortage MOS's. You cannot try to outbid private industry to obtain high-skill technical MOS's. Either that or contract it out entirely, which I think is where some critical MOS skills are headed.

Back in my day, they had two things going on (1) a high reenlistment bonus and (2) a monthly proficiency pay. Those that did a superior job got the "pro pay." The military could use that pro pay to suppliment the pay for these new MOSs that probably should be paid on a higher level. The Army tried an NCO Academy where they went in as a private can graduated at a much higher rank. Didn't work. In the lower ranks, experience counts for much more than people thought it would. They needed the experience of being military before getting the rank. I also recall that within the medical field, additional pay is attached to make being a doctor in the military worthwhile.
