It's not about power. It's about training dollars. Those Guardsman's positions taken from the State's rolls is money removed from State military department budgets.

If I learned anything as a Aide de Camp or as a field grade officer for the Army National Guard It's that senior leaders equate military readiness with training dollars. For the most part, this axiom is true, crappy but true.

That can be said about elected individuals at all levels; definitely not exclusive to just the feds.
