I hate to say this but the things his friend wanted authorities to do go against everything he swore to protect. Taking away a person's Constitutional rights is not something to be undertaken lightly. The shooter, no matter the terrible deed, but he until he acted the State just can't go in and violate him.
Can the State do an intervention for his mental health just based on someone's word? No. There has to be an action first, then the State's reaction. Could his family have taken any and all weapons from him? Yes. Could they have had him examined by a mental health professional? Yes. Did the police keep tabs on this individual? No.
Everyone wants someone else to do something. No family or friend was willing to step up and either stop him or convince him to seek medical help.
