Colonel, most likely. Ironically, He can afford to loose at least one star. He can be easily replaced as well. :-<

The Pentagon will retire the GO to close the matter of misuse of position to influence the service of a misfit Officer. His suspension is adequate to allow for an untainted inquiry or investigation.
