If you watch the full quote it is obvious Trump wants members to pony up their dues. The US is broke. We can not do it alone.

LTC David Brown: Article 5 of NATO has been invoked just once and it was invoked by the US. Every single NATO signatory heeded the call by the US when Article 5 was invoked. There are soldiers from every single NATO signatory that came home to their countries in flag draped coffins. And the signatories continued to provide under the Article 5 for a full twenty years, even though for many signatories they did not have the monetary means.
There are no membership dues in NATO, there is no requirement to make payments to NATO and there is no requirement to spend 2% of GDP on defense every year. So there is no such thing as "pony up their dues". This is a gross mischaracterization of the NATO treaty.
