I don't know what has happened, but it's very interesting that the barracks life and liveability became non of the Unit chain of command and chain of concern issue. Did supervision become a thing of the past?

Don't the Marines have base engineers to do support? The Army used contractors to build or renovate structures, but day to day repairs were always done by the military by a very small percentage of the total soldiers.
