Both, because the UN has no say on how we conduct our business in the US. They are not a governmental body that will ever have say in how the US operates, or how individual states operate.
This guy was tried and convicted by a jury and sentenced to death. How that death occurs is no business of the UN's. They don't like capital punishment, but that's too damn bad.
