A case of the agencies making laws rather than Congress. The ATF will ignore anything said by the public during the commend time frame and make the regulations they choose and enforce them as laws. I expect the SAF, NRA, and every other 2nd Amendment group to bring a law suite as soon as they go into affect. I can't see this standing up to Constitutional scrutiny.
