On a completely different note, I never paid particular attention, but I just noticed this waste of human existence has not only one GCM, but two! He deserted less than two years into his career. How the HECK did he get those? Who is the Commander who signed off? His/her posterior should be canned, too.

Its the process and since its a judicial process (court) specific rules apply just like any court case. If you have judges or prosecuting attys not following the rules its there F.U. You have to dot your (i's) and dot your T's if you wish to make your conviction stick and pass judicial oversight.
