Could We Ever Take Advantage of a Time-Warping Black Hole?

We did. By the end of the thirtieth century, time travel in this manner had been perfected...or so we thought. There were many trips back in time, but not all of them were altruistic. Some wanted to kill the worst tyrants in history, and some wanted these same tyrants to go on to conquer the world.
Eventually, history was a mess. Causal paradoxes were wrecking the time-line...every time-line. Finally, we'd had enough. There was one last mission; this mission was to eliminate all possible time travel. It succeeded...we think. Not one of the original members of that mission was ever seen again. Their sacrifice was immortalized in the Capital.
Time travel has been made impossible since.
The only thing they couldn't change involved the Eugenics War. Apparently, in spite of what our history has said, the Eugenics War never happened.
