People are addicts here in Canada and they added ammonia to cigarettes years ago as one of its main ingredients to make you get addicted so it's not going to work. Cigarettes are everywhere and so are casinos and the government makes money off of both of them so virtue signaling with extra labeling on each individual cigarette is going to make no difference. Most of the panhandlers I see around town, would have mental issues, are always smoking cigarettes as they are begging for money. Cigarettes cost about $13 a pack and up. It is just a money making machine for each province.
It appears here that more people smoke than not and the young don't care because they smoke anyway. I have two step daughters who are both on public assistance and they both smoke all the time. They are also both drunks and druggies. Both have gone to rehab and both have relapsed.
