Yeah --- Don't think anyone will be happy in this situation, but looks like the Federal government will have to step in. The seven states that draw water from the river couldn't come up with a voluntary agreement, so something has to be done.
This has been a problem that has been coming for a long time since the original agreement (in 1922) between the states assumed a flow of 17.5 million acre-feet* and the river has averaged only 15 million acre-feet in the last 100 years. The current drought conditions are only worsening it.

* Enough water to cover an acre of land up to 1 foot depth -- about what two average households would use per year.
