This is something I've wondered about for years. How can a nuclear armed country not have a better delivery system than solely ground based systems. How could a reasonably advanced country not take steps to further its national defense with stand off strike ability of a bomber platform.
I'm really glad to see that they are considering taking the next step, but adequate training is going to take years, and I don't know if we/they have years to become proficient.

Plus the B-1 had its nuclear capabilities removed and their system would have to be put in. That's not going to happen quickly or cheaply.
