I guess the crux of Judge Thomas' situation is if Harlan Crow is treated as a 'long-time personal friend' or a 'Republican donor'. Under the previous guidance most, if not all, of the visits could be reported either way depending on if you are a supporter of his or a detractor.
Supporters will say he was a long-time personal friends and the trips didn't have to be reported.
Detractors will say he was a Republican Donor and the trips did have to be reported.
... and it will all come down to partisan bickering again.

The stricter rules went into effect mid-March, yet he hasn't reported for 2 decades? Something doesn't compute... new math?

Exactly. All he has to say is, "I have not reported any this since the mid-March date because its 2024."
