AKA: the Doha agreement.
That agreement specified the timeline for our withdrawal. It was negotiated and approved by Pres. Trump. No one else. The Afghanistan government wasn’t consulted or even notified. None of the coalition member governments were consulted or notified. The incoming Biden Administration was not briefed.
“The United States, its allies, and the Coalition will complete withdrawal of all remaining forces from Afghanistan within the remaining nine and a half (9.5) months. [i.e. by 1MAY2021]”

(Under the DOHA agreement of 29 Feb, 2020) There were seven conditions applicable to the Taliban and eight to the United States. While the Taliban did not attack the United States forces, which was one of the conditions, (the Taliban) failed to fully honor any other condition under the Doha agreement.

All of the above actions were ordered by Pres. Trump, in spite of the advice of Gen. Milley and others. Pres. Trump, not Pres. Biden, ordered a *complete* withdrawal by 15 Jan, 2021. After being advised that would be a bad idea, he changed his mind and made it 2,500 by 15 Jan, 2021. That was all Pres. Trump! By the time Pres. Biden was sworn into office, there were only 2,400 US Military personnel left in Afghanistan. Not enough to maintain a presence in the country against the Taliban and al Quada. But if Pres. Biden were to increase US Troop levels to meet the new threat…. Lather, rinse, repeat the last twenty years.
