Yes she should be held accountable because it referenced her job. If someone in DoD speaks as civilian whatever and it crosses the lines of OPSEC but not from their official capacity they can still be held accountable for that...no difference here.

In this instantance a resounding yes.
She was in a situational position of authority.
She belittled what was in effect a captive audience, creating a hostile work environment. ("Had to stop and give Karen the business")
She continued belittling her audience in the public realm, again creating a hostile workplace.
Government "servants" must be held to at least the same standards as private industry.
In my 21+ years of labor relations and employee relations, employees bringing discredit to the company on their own time were routinely terminated. The unions (plural) seldom grieved the term. Nor did DES. In no instance, did an arbitrator reverse such term decision during my tenure.
Example: employee swept up in a meth mfg bust. Normally would suspend and wait for conviction, BUT, EE id'd himself as our meat cutter - reflected in the news.
Example: continually complaining about Sheriff Joe Arpiao, and the sort of people who vote for him, to customers.
