Remember this vividly, as I was on duty as Pope Firefighter. Was standing outside of FD with my back to the flightline when I heard the “pop pop” of the F16 pilots ejecting. Such a horrific day.

I noticed the description of the Fayetteville Approach Control's (RADAR Arrival contoller) unannounced Handoff of the F16 but didn't seem to lay any of the fault on them. RADAR Arrival position should have deconflicted the two before any handoff was made to the Tower whose airspace is only within 5 miles of the field. Yes the trainee and his or her supervisor erred in failure to deconflict the aircraft, so share part of the blame, but they were seriously limited in the time they had to deal with this situation.
