China built infrastructure and gave out loans to developing countries similar to a racketeer. Some countries have successful projects and are paying back debt. Others have crumbling infrastructure or are defaulting on debt.

I think it is too early to tell whether it is a failure because of debt or distressed projects or a success for continuing Chinese global influence.
