What do his IEP and 504 plan require? If the system can't meet them, they have to hire help or send him to private school

I have a brother-in-law (my wife's youngest brother) that has two Down-syndrome sons that lives in Oregon. To my understanding, he and his wife have always received the required help and education platforms for their boys in their rural town of Philomath, OR. All of my kids attended various levels of school in Philomath as well, while I was a geo-bachelor in San Diego, and my wife was helping take care of her dad as he fought his final bout with cancer back in 2010. One of my sons actually graduated from Philomath HS. We didn't have any issues with the Philomath School District.
Bottom line, if a person needs specific care from a school, you make sure they have it before you transition to it.

His parents moved Oli to Buckman after hearing he wouldn’t receive the same support as he had in first grade, and instead could be moved into a separate, specialized classroom

Lt Col Charlie Brown - if they purposely moved him, then why is it an issue? I’m so confused!

Sounds like it was the parents' choice to move. They should have investigated the new school before moving.

Lt Col Charlie Brown - A specialized classroom might have been better than what he got at Buckman. He had already developed friendships at Glencoe in the school.
I know for my nephews, even though they are not in regular classes, they have student mentors that come into their class and work and play with them. Their mom is always posting pictures of the activities they participate in and there doesn't ever appear to be a shortage of kids willing to help my nephews.
