When I first heard this on the news I had three thoughts.
It was kids messing around.
Some drunk locals.
Some group using this as a test.

This was obviously done by radicalized elements that are so rife within the military.
How do I know?
- Well, media has told me that the military is a hot-bed of radicalize individuals
- The substations were shot up (which of course means military training)
- Moore County, NC is strongly conservative (right-wing fringers)
- XVIII ABC authorized a late report day (personal incentive)
