DoD has been dealing with these "emerging threats" for some time SFC Joe S. Davis Jr., MSM, DSL I have added some comments in [brackets].
1. Cyber Attacks [our not-so-good "friends in China, Russia, Iran and even some of our allies engage in this activity. Since the use of the stuxnet "virus" the battle got more serious.]
2. Global Terrorism [Since the 1960's with PLO, Black September, Red Army faction, Shining path in peru, terrorists based out of Cuba who were exported to south america under Che, and more recently radical muslims in Asia, Africa and Europe. Non-state actors have been a player since teh 1960's some were funded by East Germany and Russia. Non-state actors ISIL and the earlier groundbreaking al qaeda have been more prominent this century.]
3. Rising Tensions with China and Russia [Cold war II has been building since the resurgence of Russia and with the aspiring economic power of china including contention and basing to secure the Spratly islands.]
4. Unrest and Instability in the Middle East [Since 1948 there has been unrest in the middle east initiated generally by unruly radical-muslims from the PLO/PLA/Black September of teh 19760's and 1970s through Al qaeda, the Quds force of the Iranian Revolutionary Guards and ISIL more recently ]
5. The War on Drugs [this has been going on generally unsuccessfully since teh 1960s and the US government has at times played both ends against the middle as in Southwest and Southeast Asia.]
6. DoD Funding and Continued Congressional Morass [Hopefully the next POTUS will be able to work with both parties in Congress like G.W. Bush and Bill Clinton did.]
7. The Spread of Religious Extremism in Africa [throughout this century]
8. Disaster Preparedness [for a few generations]
