The Biden administration is preparing to hand Chevron a license to pump oil in Venezuela, according to The Wall Street Journal. The move signals the White House’s further shift from former President Donald Trump’s “maximum pressure” sanctions campaign on the Venezuelan regime amid a fuel crisis in the U.S.
