I am really curious about the federal government's role in disaster planning and mitigation. I would be pissed if Biden did not implement the National Disaster Plan. This is the plan Trump never initiated.

Not many people know this. Fifth Army out of Ft Sam Houston is missioned to protect N America and assist in National Disaster Operations. It has a robust staff of experts and is the belly button for the DOD response for the disaster. It deploys Liaison Officers to plug themselves in with state operations. Its strength is the ability to coordinate and be flexible. For example a Fifth Army LNO finds out a hospital needs to be evacuated. If FEMA considers that a valid requirement, then it will fund the operation and the LNO can enter into a contract to evacuate patients. It is simple and fast. Fifth Army is chartered to coordinate with the DOD for military assets that are needed. During the pandemic it coordinated for medical and mortuary affairs teams. 600+ emergency medical/quarantine stations were identified across the nation. There were also hospital ships, and the Air Force provided lift capability.
