Luring? I think it would be fair to believe something hinky was going on if my doctor said, "Here, take this test and I'll give you a $50 Walmart gift card".

It's truly astounding that he could steal $36 million from Tricare. When did they notice his activities? At $30 million, $35 million?

I agree with technology today you would think it would be flagged for review even if he followed all protocols and documented it. Extra tests above the national average could have been a flag to use for the protocol.
